Fiona’s new job as a bounty hunter places her in contact with a fugitive who insists he did not steal a $2 million broach; and Michael gains access to the man behind his burn notice.
When Michael (Jeffrey Donovan) meets up with Fiona (Gabrielle Anwar) for lunch, he is still engrossed in his burn-notice file, which he received from CSS Agent Jason Bly. He complains that the file is a complete work of fiction; stating that he sold government secrets to Lebanon, and code breaking technology to Jordan, among other lies. Fiona is more interested in talking about the fact that they slept together days before but Michael reminds her that there was a reason they didn’t work out the first time around.
Fiona also has a surprise: she announces she has been working as a bounty hunter! Her latest fugitive is a man named Thomas McKee (Chris Payne Gilbert). While Fiona grabs Thomas, she asks Michael to handle Wayne Ray (Jeff Chase), another bounty hunter after the same guy. Insisting he is innocent after being falsely arrested for stealing a $2 million broach from a customer of the hotel he works at, Thomas offers Fiona twice the bounty to clear his name. Deciding to take his case, Michael contacts Sam (Bruce Campbell) to track down who really stole the broach. The trail leads back to the owner of the hotel, Lawrence Henderson (Brett Cullen), who is in deep financial trouble.
While they explain the situation to Thomas, Wayne shows up at Fiona’s apartment demanding Thomas. After subduing him, they move him to Michael’s place. Their new plan is to have Michael pose as a buyer to lure Henderson into bringing the broach out into the open, where the police can arrest him.
While Sam sets up the deal and makes contact, Michael works on his burn notice. He asks Fiona to arrange a meeting with some of her black market contacts. Michael meets with Anwar (Marshall Manesh), a Libyan operative who may be able to help him reach Phillip Cowan (the NSA agent who burned him). Michael has some intelligence on who attacked the Libyans’ gas-supply depot in 2002. In exchange he wants Anwar to drop Phillip Cowan’s name in conversation when he knows the Americans are listening. This will get back to Phillip, who will trace it back to Michael and contact him directly.
Meanwhile, the plan with Henderson goes awry, so they set him up to take a fall when he and his armed thugs head to the bank to deposit the broach for sake-keeping. When the police show up and find the broach on Henderson, Thomas is cleared. A few days later Phillip calls Michael after receiving a fruit basket from the Libyan Secret Police. Michael demands that Phillip reveal why he was burned, or the harassment will continue. Phillip says he will be in touch soon.
