Tommy Murphy is cover officer for an undercover operation at the Driftwood Caravan site in Norfolk. Mitch Kershaw and Kim Goodall are living on site as man and wife to investigate the Driscoll brothers who are connected to a crime ring involved in drugs and people trafficking.

Murphy returns to the lion's den in Leicester, shackled to the mad and bad Billy Johnstone. They find the Lollipop Club has been bolted but they manage to get in. Murphy convinces Billy that they must attend the wedding of Drew Johnstone and Mo Khan's daughter in order to gain information about Khan and Drew's partnership. Billy calls Drew to make peace and whilst attending the wedding they attempt to find the link to Khan's banker. Meanwhile Drew is deeply troubled by Khan's request to dispose of Billy, knowing that Billy more than ever, presents an obstacle to Drew's pursuit of a respectable and lucrative future. Murphy is unable to control Billy, who goes on a violent rampage assaulting Drew's wife and murdering her brother Naim, after feeling ostracised and betrayed by Drew. Revenge looms and Murphy is drawn into a final bloody showdown between the two brothers at war.

Murphy has to be pulled out of his undercover work with the Johnstone brothers, however, the case continues to haunt him. The CPS report is stolen from a member of the police support team's car and ends up in the hands of Billy Johnstone. Billy turns over the office at his strip club, the Lollipop Club, and discovers surveillance equipment planted by Murphy, confirming to him that Murphy has him under observation. Having moved back to Belfast to take care of his sick mother, Murphy is followed by Billy, who tracks him to his mother's nursing home. With Murphy's true identity revealed, a vicious fight between the two men breaks out in front of the elderly residents.

Back in Northern Ireland, tough cop Tommy Murphy is on compassionate leave, caring for his sick mother. Long-haired and unshaven, he is hardly recognisable when, walking home one day, he is followed by Chief Superintendent Warren. Warren pleads with Murphy to leave Ireland and go undercover once more. Murphy tries to resist, knowing that he is needed at home, but the lure of the dangerous world of the undercover cop is too much for him to resist.
