When the body of international arms dealer La Grenouille resurfaces from the Baltimore harbour, all eyes fall on the NCIS team and more specifically, NCIS Director Jenny Shepard, as the prime suspect in his murder. Senior FBI Agent Fornell directs the investigation in to the team and interrogates each agent separately, forcing them to reveal details that could well implicate Director Shepard.

After their interrogation, Gibbs instructs Ducky, McGee and Ziva to start delving in to the FBI and determine why their team is getting framed for the murder. They won't rest until they get to the bottom of the accusations and determine the truth, but are they prepared for what they will discover about one of their own team members?

Tony's relationship with La Grenouille's daughter, Jeanne Benoit, comes under question, especially when she reveals she witnessed Tony murder her father. Flashbacks throughout their relationship and various operations involving La Grenouille and the NCIS team clarify some sketchy details but Tony is still the main suspect. Could Director Shepard be the one person that could save Tony and also the same person this whole team should be fearful of?
